Which call is right across a whole range, and which is right holding one particular hand.
The first table asks which call is better across your whole range — the answer if you always chose the same one. The second holds one of your hands fixed and varies partner, so it asks which call is better holding that hand.
The second table is sorted, so the hands that most want the higher call sit at the top and those that want the lower one at the bottom. The rule sits where the sign changes, and the hands either side of that line are the ones worth remembering.
